With referance to the discussion re the

establishment of tanks fc., in Health Districts Nos. 9 and 10,

I have the honour to report that the Board at its meeting yester-

day advised that if possible the Kai Fong System, as arranged in

the Experimental Block, should be extended to the whole of the

Health Districts Nos. 9 and 10 and eventually generally all over

the Colony.

The Board also suggested that it might be

advisable to give the members of the Kai Fong who cane formerd

and assisted his Excellency in his recent experiment, some small

badge or decoration.

The Chinese kembers of the Board said that

this would be very much appreciated.

The Ecard recognise the difficulty of co-

taining the co-operation of the Chinese in this matter and think

that the institution of some such decoration might encourage the

Chinese to assist.

It was suggested that some of the Members

of the Board might bring their influence to bear in personally supervising the arrangements in a similar manner to that done

by His Excellency in his recent experiment.
